[SR-1018] NSString.init() with locale doesn't handle descriptionWithLocale() callbacks on arguments #4364

Issue Description:

The current implementation of:
public convenience init(format: String, locale: AnyObject?, arguments argList: CVaListPointer)
carries our basic localisation, but should additionally check the NSObjects in the argList for the presence of a descriptionWithLocale() callback, and use it if preset.

PR#286 has some discussion of what's required to achieve that:
