Issue Description:

Currently in CI we are only testing building the docker images. We should have additional test suite to verify the swift compiler in the docker image before releasing it on hub.docker.com/_/swift.

Current testing script: https://github.com/apple/swift-docker/blob/master/ci_test.py

We should look into https://docs.docker.com/docker-hub/builds/automated-testing/
