Issue Description:

sometimes in docker when running

swift test --disable-index-store

I get the error

/tmp/.nio-release-tools_KZCAnx/async-http-client: error: unknownOSError

there's no further information... This is Swift 5.0.2. It doesn't reproduce when rerunning the command. Maybe there should be more diagnostics? The code seems to be here:

Ya we should start by adding some more context in those errors.
