Issue Description:

As far as I can tell, we can't use platforms in Package.swift to mark an unsupported platform. I think this should be possible.

@weissi can you expand a bit on the motivation here? Is the major issue that SwiftPM tries to build these dependencies and then people have to wrap their code in `#if os(..)`? Or is it to save the bandwidth of cloning that part of the package graph?
