Issue Description:

The type checker perf tests were effectively disabled until recently via the "no_asserts" test requirement. Now that has been fixed, we had to move the sr139 type checker perf test moved from "fast" to "slow".

I have created a single radar for all three new SRs (11751, 11752, 11753).
