[SR-11912] update_checkout doesn't run on macOS Catalina, or README is incorrect. #54330

Issue Description:

When I try to run `swift/utils/update_checkout --clone` I get `zsh: permission denied: swift/utils/update_checkout`. Using `bash -c`, I get `bash: swift/utils/update_checkout: is a directory`.

I think this has something to do with `update_checkout` becoming a python module. I'm on macOS Catalina v10.15.1 running the stock `Python 2.7.16`.

I may be missing something obvious but at the very least, README.md should be updated.

The correct command has an `-`, not an _ (the _ indeed refers to a folder)... this seems a bit too clever and maybe deserves fixing but there is no issue here.
