The packaging tests should validate the environment before running, and fail if it is not sufficient. One such item that should be checked is the presence of the Python pexpect module. If that isn't present, we should fail the end-to-end tests and ensure the package build fails. This will prevent us from being caught unaware by a configuration failure in the future when we spin up new builders.
