Issue Description:

Reproducer with the latest master and 5.3 snapshot toolchains:

func foo(mass: Double = 1.0, stiffness: Double, damping: Double, initialVelocity: Double = 0.0) {}
func bar() {
  foo(stiffness: 60, /*complete here*/damping: 10) // incorrectly suggests 'stiffness' and not 'damping'
}
