Issue Description:

Reproducer with latest master snapshot toolchain:

import SwiftUI

struct EncodedView : View {
    @Binding var model: String
    var body: some View {
        TextField("Encoded", /*complete here*/text: $model)
    }
}

No argument labels are suggested, only values.
