Issue Description:

The following compiles on 5.2 and 5.3, but no longer compiles on master:

@_functionBuilder
struct IDBuilder<T> {
  static func buildBlock(_ x: T) -> T { x }
}

func foo<T>(@IDBuilder<T> fn: () -> T) {}

foo { // error: type of expression is ambiguous without more context
  ""
}
