Issue Description:

If SE-0285 is accepted in its current form, the next language mode after -swift-version 5 should enable LangOpts.EnableConcisePoundFile by default. Currently, this boolean is instead set by passing the -enable-experimental-concise-pound-file flag.

I'm adding this bug now so that I can refer to its SR number in the implementation's comments.
