Issue Description:

This is not a Swift language issue per se, but I can't find a good place to report issues with the web site. I hope Project Infrastructure covers the web site.

Clicking any link on Swift.org with the command key held down does not respect the modifying function of the command key (to open the link in a new tab, for instance), since - presumably - some script causes the link to be followed directly instead. This behavior is maddening and has been present for years. The behavior is consistently hobbled for other modifier keys as well - holding down opt/alt doesn't cause a link to be downloaded, etc.
