Issue Description:

Trying to open the 2020-08-07 macOS snapshot from swift.org results in the following error:

“swift-DEVELOPMENT-SNAPSHOT-2020-08-07-a-osx.pkg” can’t be opened because Apple cannot check it for malicious software.

This software needs to be updated. Contact the developer for more information.

I'm not sure if there were any changes that could have broken this, or if it's just a one-time issue. If tomorrow's snapshot succeeds this can probably just be closed
