Issue Description:

The `-Xllvm -enable-experimental-cross-file-derivative-registration` flag was added in #28891. It was later changed to an `-Xfrontend` flag.

Remove `-Xfrontend -enable-experimental-cross-file-derivative-registration` flag when retroactive derivative registration is stable, well-tested, and enabled by default.
