Issue Description:

This makes it difficult to ensure that you're checking out the right commit to build alongside a particular source snapshot of trunk. It has been a problem since May, when building swift-driver became a mandatory dependency of SPM.

Also, there's no swift-driver component category in this JIRA yet, so I put it under infrastructure.
