Issue Description:

See discussion in https://forums.swift.org/t/changing-how-build-scripts-help-text-is-organized/45820 for more details. Based on Ben's suggestion, I think we can split up the documentation into three, some common things in the help text, a short description of all options under --help-all and a separate document in the docs directory which goes into more detail.

As a first shot, maybe we can just separate out --help and --help-all.
