Issue Description:

On installing https://swift.org/builds/development/xcode/swift-DEVELOPMENT-SNAPSHOT-2016-05-09-a/swift-DEVELOPMENT-SNAPSHOT-2016-05-09-a-osx-symbols.pkg, installer produces error:

9:32:05  sudo installer -pkg swift-DEVELOPMENT-SNAPSHOT-2016-05-09-a-osx.pkg -target /
Password:
installer: Package name is Swift Open Source Xcode Toolchain
installer: Upgrading at base path /
installer: The upgrade was successful.
➜  9:32:19  sudo installer -pkg swift-DEVELOPMENT-SNAPSHOT-2016-05-09-a-osx-symbols.pkg -target /
installer: Error the package path specified was invalid: 'swift-DEVELOPMENT-SNAPSHOT-2016-05-09-a-osx-symbols.pkg'.
