Issue Description:

Linked to https://bugs.swift.org/browse/SR-15250 and https://bugs.swift.org/browse/SR-13976

As discussed on this PR, a fix-it should be added prompting users to add a `()` when a partial application diagnostic is recorded. Something along the lines of "did you mean to call it with '()'"
