Issue Description:

Failed Tests (3):
  Swift(windows-x86_64) :: SourceKit/CodeComplete/complete_big_array.swift
  Swift(windows-x86_64) :: SourceKit/CodeComplete/complete_member.swift
  Swift-Unit :: SourceKit/SwiftLang/./SourceKitSwiftLangTests.exe/EditTest.AnnotationsRangeShiftingAfterEditDeleteStart 

At least the code-complete failures are both:

error: could not build C module 'SwiftShims' 

It's possible that the EditTest is the same issue, but it could also be an unrelated non-deterministic failure, as we've seen issues with that test before.
