Issue Description:

The changes in Swift-Docc PR updated the linkable entities spec to support multi-language data. It also updated the implementation to follow the the format of the new spec but it's still only writing the content for the documentation node's sourceLanguage property, not for all the available source languages.

As a follow up change we should update the implementation to write the content variants for all available source languages.
