[SR-1608] NSStream, NSInputStream and NSOutputStream need implementations #4148

Issue Description:

These classes are missing most of their implementations and can be backed by CFStream. Ideally they should follow the same pattern as other bridged (is-a) types like NSData or NSString however they could probably be implemented with a has-a implementation with little effort.

I'm wondering if I need to implement pthread pooling manually for my Swift 3 package.

@belkadan, my apologies, I didn't not un assign myself, as my contribution permissions from my employer was changed in 2016 and I was not able to participate. I am currently trying to get permissions again internally. I had a PR open but I believe it was closed and I think this did happen tho.
