Issue Description:

When you execute swift --help, there should be some text that explains "swift build" to make it more discoverable. "swift build --help" does correctly execute swift-build --help.

Yup, we definitely need this. We have discussed reworking the overall help text to be more friendly to the user and clarify the different uses (swift as interpreter, swift as REPL, and swift as build system).

Let's just repurpose this bug for updating the help in light of the new multitool nature (and in general to better match the different use cases between REPL / interpreter / compiler)
