Issue Description:

I would like ability to build-toolchain to build a debug standard library.
Currently i am debugging the tool chain from /utils/build-toolchain command
When i step through the code variables on the stack frame are not available and get the message
"libswiftCore.dylib was compiled with optimization - stepping may behave oddly"

Maybe i am debugging the standard library in correctly please let me know if there is an better option.
