Issue Description:

I disabled the currency-related number formatter tests because they depend on ICU 5.5 or greater functionality in CF. We do not (yet) require this version of ICU on Linux, although we should. We may want to simply move forward to the Apple version of ICU so that we can pick up other dependencies.

This bug covers figuring out the process to get this dependency into place and then re-enabling the tests.

This was fixed by SR-8876 and the tests are re-enabled in #1748
