[SR-2588] SIGSEGV Accessing Locale on Android build of Foundation #3938

Issue Description:

During the port of Foundation to Android it was found that accesing the local crashed the application.

#622

The change made to work around this for now is here:

https://github.com/SwiftJava/swift-corelibs-foundation/blob/master/Foundation/NSURLSession/NSURLSessionTask.swift#L627

No stacktrace was available 🙁

This was a manifestation of issue https://bugs.swift.org/browse/SR-2587 and was resolved using the same fix as CFLocaleKeys.c used CONST_STRING_DECL().
