Issue Description:

The current output format for cmpcodesize can't be easily parsed by other programs, making it hard to measure code size improvements and regressions. nadav (JIRA User) suggested outputting CSV instead, or outputting CSV as an option.

Updated component; "Tooling" refers to tools for users of Swift (like SourceKit), not tools for compiler developers.
