When the buildbots run, they do not include the libsourcekit API or implementation, and as a result, these aren't available for the standard drops from swift.org

Norio - we've merged the above, can you confirm that this works as expected? If so, we can close this bug.

I confirmed that `swift-DEVELOPMENT-SNAPSHOT-2017-05-09-a` for Linux contains `usr/lib/libsourcekitdInProc.so`. 😃
