[SR-6312] update-checkout should suggest using --clone if you haven't checked out any other projects #48862

Issue Description:

If you try to run ./swift/utils/update-checkout but ./ doesn't contain any of the other projects, the user probably meant to pass --clone (or --clone-with-ssh). update-checkout should suggest that.
