Issue Description:

The ‘swift test --parallel’ command currently discards the output of successful tests and instead shows a status bar, only showing full output for failed tests.

It would be useful for debugging/analysis purposes to be able to access test output for both successful and unsuccessful tests

@aciidb0mb3r I've mostly implemented this, however I think I need a bit more clarification. Was the intent to have an argument to expose this new functionality? Do you know if this argument needs a proposal?

This does not need a proposal but we should gate this on v/-verbose flag. If you already have a patch, please raise a PR on Github!
