Issue Description:

The code templates on the Contributing page could be updated with only the current year, as per @tkremenek's comment in apple/swift#14576.

There's also a partial template on the Community Guidelines page (which doesn't use the correct base URL from apple/swift#5878 and SR-3307).

Possibly the copyright year could be inserted using client/server-side scripting, so that the templates are always correct.

This issue was fixed in apple/swift-org-website#15.
