Package manager should give a prompt, or at least a warning when auto-generating Package.resolved file

After thinking about it a more, I don't think we have strong motivation to show a prompt when we generate Package.resolved. The file is always generated as part of dependency resolution so it is pretty safe to assume that if a resolution is preformed, the resolved file will be touched.
