Issue Description:

Even after SR-8645 is fixed, the description for BuildPlan.Error.missingLinuxMain is somewhat ambiguous. It should be made clear (in the tool and in the docs) that the LinuxMain.swift file is meant to be placed at the top level of the package, not inside each Test directory.
