Issue Description:

I reported this bug via the Xcode bug reporter because it seemed to me more like an Xcode problem, but I'm reporting here too because I haven't heard back from the Xcode team for a little while now, and I realized that it's possible that it's a Swift problem.

This should be fixed on master and in the latest development snapshots. @rintaro mentioned it was probably fixed by #18626
