Issue Description:

To run Swift on (Ubuntu) Linux, you have to download the package, verify it, install dependencies, extract it.

All these tasks, plus updating, could be done easier by providing an APT repository for people to include into their Ubuntu package sources (sources.list).

Many other open source projects provide package repositories that can be used on Ubuntu.
