Issue Description:

Switching to CMake will give us a single build system that can be integrated into the build. But more importantly, it will allow the cross-compilation of swift-corelibs-foundation which is needed for the Windows support.

Thanks to @gottesmm for the help with getting the changes for the CMake switch over merged. This is now possible to do.
