Issue Description:

The build on Windows is super expensive. It helps to be able to build just the tools and the libraries separately. I have some preliminary work here.

I think that we can call this done. We can build the tools and standard runtime separately. It's not perfect, but works. At this point, we can do incremental improvements towards ergonomics, simplicity and reliability.
