Issue Description:

We disabled due to a bad rpath issue as a result of the recent Foundation changes. Filing this so Saleem can look at it and so that we have an SR number to put in the disabling commit.

I think my fix for https://bugs.swift.org/browse/SR-9251 may have broken this again but I am having trouble working out what the underlying error is for this test as the only thing I can see is the python backtrace. Does anyone have any insight into what it is trying to do?

Looks like removing libdisaptch from the RUNPATH for Foundation was a little premature as its causing this to break again, apple/swift-corelibs-foundation#1784 should fix it
