Issue Description:

Sequence has a `withContiguousMutableStorageIfAvailable`, which would be a faster way for many Collections to implement algorithms like `map`.

For example, a custom `map` for String's UTF8View in #21104 gives a nice improvement, but it would be better to generalize.
