Issue Description:

The 0.40200.0 release is unable to parse #warning("msg") and #error("msg") directives, despite being part of 4.2.

Sorry, but libSyntax in swift-4.2-branch / 0.040200 is so to say "sneak preview", and we aren't going to fix that in that branch.

As it's been implemented in master (test cases), I'm making this as "RESOLVED".
