Issue Description:

I tried to follow Documentation/Usage.md#require-system-libraries and it doesn't work because the information is obsolete and wrong. There is a pull request with updated information which seems to be up to date: https://github.com/kelvin13/swift-package-manager/blob/d436338507b20c9ded0017474ab86e8c532fff2b/Documentation/SystemLibraryHowTo.md

This is still a valid bug.
