Use expectEqual instead of expectTrue

      Description

      We've used `expectTrue` instead of `expectEqual` so that the `==` operator is called on concrete tensors, to prevent the "generic barrier" problem that prevents exposing graph_ops for deabstraction/inlining. With eager/IRGen suport for graph_op, every graph_op gets emitted to binary, so we don't have that problem anymore. We should switch to `expectEqual` for better failure messages in tests.
