Issue Description:

Windows does not use the same bundle layout as macOS or Linux and instead prefers the version 3 bundles with the resources directory being named <bundle>.resources as a peer of the executable or DLL. This further relies on the correct behaviour of _CFIterateDirectory to load the resources from the bundle. The Windows path here has deteriorated and needs to be made to function again.
