Issue Description:

I need to implement something like an animated page control. And I don't want to use integration with UIKit if possible. And running into some strange behaviour. Maybe I'm just using it wrong, in which case please help me understand how to do it right. And maybe it is indeed a bug. (There is no component for SwiftUI, I don't know which one to pick)

I'm sorry, SwiftUI is not part of the Swift Open Source project, despite the name. This bug tracker is just for the Swift language, compiler and source tools, and standard library. You can ask questions about SwiftUI at https://forums.developer.apple.com.
