Issue Description:
Starting with Xcode 11.x, the make-style dependency files (*.d) emitted by the frontend contain a greatly increased amount of information related to system frameworks.
In the example project attached, the size of the .d emitted for each Swift file increased from 9kb (Xcode 10.3) to 639kb (Xcode 11.3). Since the exact same information is emitted for every Swift file (SR-11945), this can lead to a significant regression in compile times.
