Issue Description:

this code crashes compiler

class Test {
    func f() -> (() -> Void) {
        return { print(u) }
        var u: Int { 123 }
    }
}
Test().f()()
SIL verification failed: external declaration of internal SILFunction not allowed: F->isAvailableExternally()
In function:
// getter of u #​1 in Test.f()
sil private @$s3foo4TestC1fyycyF1uL_Sivg : $@convention(thin) () -> Int

there's also a stack dump that I didn't copy-paste

This is a regression since Swift 5.2 - before that we used to error out with cannot capture 'u' before it is declared.
