Issue Description:

Hi Apple,

I've prepared a toolchain using the utils/build-toolchain script using Xcode 12 beta 2 but while it loads into beta 2 and I can select it in beta 6 it doesn't seem to be used and there is no blue icon in the progress bar.

Could you attach some screenshots or more information describing the failure? Maybe this is an Xcode issue and not a Swift issue...

My bad mistake here. It is using the compiler from the new toolchain according to the build logs in beta 6. Its just no longer displaying the blue link icon in the progress bar as I was expecting.

OK. If you think this is an Xcode regression, please file a bug report on https://feedbackassistant.apple.com. Closing this bug report since there's nothing off with the toolchain.

Thanks, I've raised a radar noting I miss the little blue non-default icon.
