Simple or granular packages do not need loads of directory structure, which tends to make it harder to work on their code. The default behavior of SwiftPM tends to force me to use that complex directory structure, or to create an overly-complex Package.swift file. I'll be filing a some specific bugs that refer back to this one, showing examples. However, this problem should not be addressed piecemeal if possible.
