Issue Description:

This radar tracks root-causing and fixing the linker errors that result when this test is run every once in a while. Attaching full logs from the Ubuntu 16 bot that recently reproduced the issue

We caught one more instance of the flakiness on a 32-bit iPhone simulator in May of 2020, but the logs are long since gone for that one. The error is the same according to chat logs.
