Issue Description:

I made a mistake where I invoked 'swift build' in a directory one level above 'Package.swift'. So I ended up getting this error "error: root manifest not found". I'm not sure if "could not find Package.swift in current directory or parent directories" is accurate, but it would be nice to improve the diagnostic to be clearer. The corresponding question on StackOverflow (https://stackoverflow.com/questions/50754432/swift-build-on-terminal-throw-error-root-manifest-not-found/54574414) is at +14 votes at the time of writing.
