Issue Description:

If you generate some SIL with -enable-experimental-concurrency turned on (I tried -emit-sil, this probably reproduces for -emit-silgen too), the SIL doesn't have import _Concurrency. This seems like a bug, since other implicit imports from Swift code like the standard library, Builtin and SwiftShims are explicitly imported in SIL.
